Tonight at City Hall: the Garcia Lot annexation votes, and one notice on the city site that isn't what it looks like

Update (Sept. 17): this meeting was canceled; every item below rolled to Monday, September 21. Today's item has the new agenda.

The special meeting we flagged Saturday is tonight, 7:00 PM at 48491 State Highway 4. The signed agenda (posted September 10 by Interim City Clerk Keila Tuttle) confirms the business we read from the draft: a public hearing on the voluntary annexation of the 444.46-acre "Garcia Lot", petitioned by SpaceX, followed the same night by votes on Ordinance 2026-24 (expanding the city's extraterritorial jurisdiction over the tract) and Ordinance 2026-25 (the annexation itself, which also ratifies a municipal services agreement with the owner). Also on the agenda: appointing a City Clerk, administering the oath of office, and setting a $20,000 clerk's bond. Speaker cards go to the City Clerk five minutes before the meeting; two minutes per speaker, three during the public hearing. Our September 13 item has the background, including why this acreage looks like the same 444 acres Brownsville just disannexed; we'll check the ordinance exhibits after tonight's votes.

And a verification note, because it fooled a research pass of ours this morning: the city's notices page currently shows a "Public Hearing Notice — Enterprise Zone." We pulled the PDF: it's dated August 2025, a year-old notice for a hearing held August 20, 2025, on nominating SpaceX (the "Starbase Gigabay Triple Jumbo Project") to the Texas Enterprise Zone Program. Old paper still posted, not tonight's business. If the Enterprise Zone question goes live again, we'll report it then.
