Items 7, 8 and 9 on the Port of Brownsville's Oct. 20, 2026 board agenda (pages 2 and 3).

Update, Oct. 21: the board approved SpaceX deals Tuesday night, including a memorandum of understanding, RGV Business Journal reports. The full terms aren't posted yet.

Update, Oct. 26, 2026: the Brownsville City Commission approved Resolution 2026-137 at its Oct. 20 meeting, the city says. It lets the Brownsville Housing Finance Corporation issue up to $25 million in housing revenue bonds to help buy and rehabilitate Tropical Gardens at Boca Chica, the rental complex of about 158 units on Ash Street.

The Port of Brownsville's board meets Tuesday, Oct. 20, at 5:30 p.m. at 1000 Foust Road with four SpaceX items up for action. The agenda lists them by title only. The board packet pages they point to are not posted, so the terms (where, how big, for how long, for how much) are not public yet.

  • Two easements: items 7.2 and 7.3 are each an easement and right-of-way agreement with Space Exploration Technologies Corp.
  • A memorandum of understanding: item 8 would authorize the Port director and CEO "to sign Memorandum of Understanding between Brownsville Navigation District and Space Exploration Technologies Corp."
  • A route deal: item 9 would authorize the director "to Execute Route Use Agreement with Space Exploration Technologies Corp." The agenda doesn't say which route.
  • Earlier this month: the board's Oct. 7 agenda listed authority to negotiate an easement and right-of-way agreement with SpaceX, a SpaceX lease renewal, a sale of fill dirt to SpaceX, and a closed-door talk on real property relating to SpaceX, with possible action on a memorandum of understanding. The signed Oct. 7 minutes are now posted. That night the board authorized easement talks and renewed the SpaceX lease, and tabled the fill dirt sale and action on the closed-door SpaceX item.

City Hall, 5 p.m.: the Brownsville City Commission votes on giving notice that it intends to issue up to $27 million in certificates of obligation, mostly for the landfill ($8.8 million), heavy equipment and traffic signals ($7.9 million) and fire and EMS ($3.7 million). The notice says the commission proposes to authorize them on Dec. 15, 2026. The agenda also has up to $25 million in housing bonds for Tropical Gardens at Boca Chica, a rental complex of about 158 units on Ash Street. That one is not a SpaceX project, and the bonds are not the city's debt. The data center pause is not on Tuesday's agenda; its final vote is planned for Nov. 4.

County, 9:30 a.m.: Cameron County commissioners vote on letting Manson Construction stage equipment at Andy Bowie Park for the South Padre Island beach sand project. Our Oct. 16 story.

Catch up: SpaceX's pending power permit on the 444 acres and the county deeds map of SpaceX's land near the Port. We'll post what the Port board approves.
