Project Quantum reaches its first tripwire: Brownsville votes today to name two water projects and open the escrow
The $220 million water deal that moved the Garcia Lot out of Brownsville stops being a memorandum today. The Brownsville City Commission takes up Resolution 2026-127 today, per RGV.me's report on the city staff memo: it would formally identify the first two water projects eligible for SpaceX funding and ratify an escrow agreement between the city, SpaceX, and PlainsCapital Bank for the benefit of the Brownsville Public Utilities Board and the Southmost Regional Water Authority. Staff picked PlainsCapital over proposals from UBS and PNC on fees (which SpaceX covers) and because it could provide a local escrow agent in the Valley.
The two projects, both planning-level for now: a BPUB wastewater reclamation or potable reuse system adding roughly 8 million gallons per day, and an expansion of the Southmost Regional Water Authority plant through refurbished and new wells, adding roughly 10 million more. Call it ~18 million gallons a day of new regional supply on the drawing board. The timing mechanics are why today's vote matters: under the MOU we walked through September 13, SpaceX's first $40 million goes into escrow within 30 days of the agreement's execution, and the first of six quarterly $30 million installments comes due within 30 days after the parties identify and approve the first qualifying project. Today's resolution is that trigger. Worth repeating from the MOU's own terms: the payments are contractual contributions, not a purchase of water capacity or an ownership stake, and the new capacity is not reserved for SpaceX, whose anticipated added demand the MOU calls significantly smaller than what these projects would build. We'll report the vote when it lands.
