It passed. Brownsville named the first two water projects and opened the escrow, and SpaceX's $30 million quarterly clock is now running
The vote we previewed as Project Quantum's first tripwire landed the way the staff memo drew it up. At Tuesday's meeting the Brownsville City Commission approved Resolution 2026-127, doing both halves of the job: it formally identified the first two qualifying projects under the city's agreement with SpaceX, and it ratified the escrow agreement among the city, SpaceX, and PlainsCapital Bank (chosen over UBS and PNC proposals, with SpaceX covering the fees). The projects are the ones from the memo: BPUB's potable reuse and wastewater reclamation system, roughly 8 million gallons a day, and the Southmost Regional Water Authority expansion, roughly 10 million more. Call it ~18 million gallons a day of new regional capacity now formally on the qualifying list.
The mechanics are why Tuesday matters beyond the ceremony. Under the agreement's terms as we walked through them, identifying and approving the first qualifying project starts a 30-day clock on the first of six quarterly $30 million installments: call it due by roughly October 22. The standing caution from the underlying agreement still applies, and we'll keep repeating it: these are contractual contributions, not a purchase of water capacity or an ownership stake, and the new capacity is not reserved for SpaceX. One more thread from the same meeting, noted here and filed for its own follow-up: commissioners also reset the schedule for the city's data center task force, with an initial report due December 2026 and a final report due March 2027, per MyRGV's account.
