Brownsville votes 5-0 to make a well project eligible for Project Quantum money

The City of Brownsville's SRWA Optimization table, total cost column highlighted: $147,000, $198,776, $935,895, $2,183,755, $7,500,000, $600,000 and $9,400,000, with no total row
From the City of Brownsville's Nov. 3, 2026 meeting presentation. The same table is in the agenda packet. Highlight added by Gateway to Mars.

The Brownsville City Commission voted 5-0 on Tuesday, Nov. 3, 2026 to approve the Southmost Regional Water Authority Optimization Project as a qualifying project for funding through Project Quantum, the city's water deal with SpaceX. The 5-0 comes from the city's water website. A city News Flash posted Wednesday, Nov. 4, 2026 calls the vote unanimous. The agenda packet lists the item as Resolution 2026-141.

The city says the project "aims to improve the existing groundwater wellfield and increase water production by approximately 2.5 million gallons per day by 2029."

  • The cost table: an exhibit in the packet lists 7 items and no total. The largest are $9.4 million for Tier 1 work from the optimization study, $7.5 million for 2 new wells and about $2.2 million to rehab 14 existing wells. The resolution says "possible installation of approximately two new wells." The 7 lines add up to about $21 million by our math, and that includes work marked completed or underway. BPUB's status sheet, marked current as of October 2026, lists the same 7 items at $20.97 million.
  • What Project Quantum pays: the table doesn't say how much of that the deal would cover, and the other papers we read don't either.
  • A bigger number: BPUB's project page puts this stage, taking the plant to 10 million gallons a day, at $46.8 million in 2024 dollars. The status sheet linked from that page says $20.97 million. We don't know why they differ.
  • What it is not: the draft resolution said approval is not a reservation or sale of water capacity, not a purchase of an ownership interest and not a prepayment of rates.

Reader question from Antonio Cosio, under our Oct. 30, 2026 post on SpaceX's 444-acre data center permit: "What happened to securing water for brownsville this is literally the opposite." Thanks, Antonio. Here's what the city's papers say. The city's water website says the agreement "Does not allocate SpaceX one additional gallon of water." The site also says the deal "Does not guarantee SpaceX more water than it receives today." The draft resolution says SpaceX "will require additional water capacity for a planned expansion of SpaceX's facilities within BPUB's service area." The city's water website says Brownsville uses about 21 million gallons a day. The city says this project aims to add about 2.5 million.

Next: we didn't find minutes or a signed resolution on the city's meeting page. When they post, we'll compare the final text with the draft.
