Brownsville's Nov. 3 agenda puts a well project up for Project Quantum money, and says SpaceX "will require additional water capacity"
The Brownsville City Commission's agenda for Tuesday, Nov. 3, 2026 at 5 p.m. includes Resolution 2026-141. It asks the commission to approve the Brownsville Public Utilities Board's pick of the "SRWA Optimization Project" as a Qualifying Project for funding under Project Quantum, the city's water deal with SpaceX.
A recital in the draft resolution says SpaceX "is a water and wastewater retail customer" of BPUB "and will require additional water capacity for a planned expansion of SpaceX's facilities within BPUB's service area." It does not say what that expansion is.
- The work: the Southmost Regional Water Authority's brackish groundwater plant would go from 7.5 million gallons a day to its designed maximum of 10 million, about 2.5 million more. The plan rehabs 6 existing wells (underway), then the other 14, and possibly adds about 2 new wells. BPUB's letter puts completion in the first quarter of 2029.
- The money: funding is "subject to" the project's milestones, signed contracts and available funds in the City-SpaceX Escrow Fund. SpaceX's total under the deal is capped at $220 million.
- What it is not: the resolution says approval is not a reservation or sale of water capacity, not an ownership interest and not a prepayment of rates.
- How it got here: BPUB approved its own resolution on Oct. 12, 2026, and the SRWA board backed it. In an Oct. 15 letter, BPUB calls it "the first of the Qualifying Projects that has been refined and updated" for the city and SpaceX. The commission named two Qualifying Projects on Sept. 22, 2026, including the SRWA plant expansion. Our Sept. 24 story.
Next: we'll report the vote after Tuesday's meeting.

India's GSLV-F18 rocket placed the NVS-03 navigation satellite into a geosynchronous transfer orbit after lifting off from the Satish Dhawan Space Centre at 2:21 p.m. ET (1:21 p.m. CT) Friday, Oct. 30, 2026. It was the 20th flight of the GSLV, and NVS-03 is the third satellite in India's next-generation navigation system, ISRO said.
NASA is asking companies how they could boost the Hubble Space Telescope to a higher orbit, service it to improve its capabilities, or safely bring it down at the end of its mission. The agency issued the request for information Thursday, Oct. 29, 2026, and takes responses until 3 p.m. ET (2 p.m. CT) Monday, Nov. 30, 2026. Hubble has no propulsion system to hold its orbit and is likely to re-enter the atmosphere in 2033 or 2034, so a mission would need to fly by 2032, NASA said Friday, Oct. 30, 2026.
