Last night's special meeting was canceled, and Monday just became the biggest night in Starbase's short civic history

The Garcia Lot votes didn't happen. The City of Starbase's meetings page now lists the September 16 special meeting (the one we previewed yesterday) under Past Meetings marked "***CANCELED***", with no reason given. Here's the detail that says the city saw it coming: the agenda for Monday's regular meeting, signed by Interim City Clerk Keila Tuttle and dated September 15, the day before the special meeting, already contains a section titled "Conditional Items (If September 16, 2026 Special Meeting is Cancelled)." Every piece of the canceled meeting's business is parked there, ready to run.

Which makes Monday, September 21, 7:00 PM a remarkable single agenda. In one night, the commission is set to: conduct a third public hearing on the ~7,133-acre annexation and then, in the same meeting, take action on the ordinance annexing that area "as authorized by subchapter C-4"; hold the rolled-over public hearing on the 444.46-acre Garcia Lot voluntary annexation petitioned by SpaceX, with votes on Ordinance 2026-24 (extending the city's extraterritorial jurisdiction over the tract) and Ordinance 2026-25 (the annexation itself, ratifying a municipal services agreement); take up a new resolution of intent to annex the State Highway 4 right-of-way, the only road to the launch site; appoint a City Clerk, set the clerk's bond, and authorize the clerk to double as Municipal Court Clerk; and amend the budget to close out FY25-26. If both annexation items pass, nearly 7,600 acres could join the city limits in a single evening.

Two transparency notes. First, a framing correction on our side: our September 9 item (following the September 4 agenda's own language) called that night's C-4 hearing the final one; Monday's agenda now styles its hearing the third, so "final" was overtaken. Second, Monday's consent agenda approves minutes for both September 4 and the canceled September 16 meeting; when those minutes post, we'll also reconcile the homestead-table discrepancy we flagged yesterday. Speaker cards go to the City Clerk five minutes before the meeting: two minutes per speaker, three during public hearings.
