TxDOT programs $192.4 million to widen Highway 4, the only road to Starbase, but bids don't open until 2027
The long-discussed expansion of State Highway 4 now has a real dollar figure: the Texas Department of Transportation's newly approved 2027 Unified Transportation Program includes $192.4 million to widen about 14 miles of the road from two lanes into a divided four-lane highway, between FM-1419 (Oklahoma Avenue) and LBJ Boulevard at Starbase. The City of Brownsville announced the funding August 26. Anyone who's driven out for a launch knows why: SH-4 is the only road to Starbase and Boca Chica Beach, it closes for every launch and test campaign, and there's no bypass.
The honest caveat: this is a programming commitment, not a groundbreaking. Construction bids are scheduled for fiscal year 2027, which puts realistic groundbreaking in late 2027–2028 and completion years beyond that. If you're relocating or commuting to Starbase, the two-lane road is the reality for the near term.
