Starbase votes Wednesday on a SpaceX deal for land outside city limits. Here's where the county's Starbase numbers come from.

Wednesday's vote: the Starbase City Commission meets Wednesday, Oct. 7, at 7 p.m. at 48491 State Highway 4. The signed agenda lists "a Section 212.172 Development Agreement with Space Exploration Technologies Corp. for land in the City's extraterritorial jurisdiction." The same agenda has the city accepting a 2-acre parcel for public safety and a resolution of intent to annex a 2-acre parcel. The agreement itself hasn't been posted: the agenda packet link on the city's homepage was empty this morning.

What that kind of agreement can do: under Texas law, a city and a landowner in its extraterritorial jurisdiction, the zone just outside city limits, can sign a contract that:

  • keeps the land outside the city and immune from annexation, or sets the terms for annexing it later
  • lets the city apply land-use, development and environmental rules there
  • provides for roads, drainage, and water and wastewater service

The landowner isn't required to sign. We'll post the terms when the city publishes them, and the result Wednesday night.

The county's Starbase numbers: Cameron County lists Starbase at an estimated $3.5 billion capital investment and $13.5 billion in economic impact, with a 700,000-square-foot plant due in late 2026. Here's what each one rests on:

  • Investment: last November the Brownsville Herald, citing the county, reported that SpaceX had invested "more than $3 billion" in infrastructure at Starbase. We could not find a SpaceX figure.
  • Economic impact: the closest source is SpaceX's own Starbase Local Impact Report, shared by County Judge Eddie Treviño Jr. in October 2025. It projected more than $13 billion in gross economic output and about 24,000 local jobs through 2026. That's the company's estimate, not an independent study.
  • The plant is the Gigabay. SpaceX registered it with the Texas Department of Licensing and Regulation on June 27, 2025: $250 million, 700,000 square feet, finishing in December 2026, to "accommodate SpaceX's manufacturing processes." Starbase nominated it for a state Enterprise Zone sales-tax refund of up to $3.75 million.
