Starbase will vote Oct. 28 on extending its jurisdiction over about 188 more acres outside city limits, and on moving city elections to November

Agenda items F.1 to F.5: three ordinances expanding the city's extraterritorial jurisdiction by about 10.10, 15.0 and 163.04 acres out of Share 5 of the San Martin Grant, a contract award under RFP 26-03 for Tesla Cybertruck police vehicles, and an ordinance moving the city's general election to the November uniform election date in even-numbered years, beginning November 2028
Items F.1 to F.5 on the City of Starbase's Oct. 28, 2026 special meeting agenda (pages 2 and 3).

The City of Starbase posted the agenda Oct. 22 for a special commission meeting Wednesday, Oct. 28, at 7 p.m. at City Hall, 48491 State Highway 4. It is the agenda only. The meeting packet, with the documents behind each item, is not posted yet. Two kinds of items are new: three ordinances that would expand the city's extraterritorial jurisdiction, and an ordinance that would move city elections from May to November.

  • The land: the three ordinances would expand the city's extraterritorial jurisdiction, or ETJ, to take in about 10.10, 15.0 and 163.04 acres, about 188 acres in all by our sum. All three tracts are out of Share 5 of the San Martin Grant. Items F.1 and F.2 say the expansion is "at the request of the landowner." Item F.3, the largest, doesn't say. The agenda doesn't name the owners or describe where the tracts are beyond the survey language.
  • What an ETJ is: under Texas law, it's "the unincorporated area that is contiguous to the corporate boundaries" of a city (Local Government Code, Section 42.021). Land in the ETJ is outside city limits, so these votes are not annexation. Starbase's city limits map shows a half-mile ETJ around the city.
  • For comparison: on Sept. 21, the commission passed a pair of ordinances on the 444-acre Garcia Lot, which SpaceX petitioned to bring into the city: one expanding the city's ETJ over the tract (Ordinance 2026-24) and one annexing it (Ordinance 2026-25). The Oct. 28 agenda has no annexation item for the three new tracts.
  • Elections: an ordinance would move the city's general election for mayor and commissioners "from the May uniform election date to the November uniform election date in even-numbered years, beginning November, 2028." The ordinance text isn't posted. The city canceled its May 2, 2026 election after the mayor and both commission seats drew no opponents, its elections page says.
  • Police Cybertrucks: item F.4 would award a contract under the city's RFP 26-03 for police patrol vehicles on the Tesla Cybertruck platform "to the responsible offeror whose proposal is determined to be the most advantageous to the municipality." Proposals are due Monday, Oct. 26, at 10 a.m., and the RFP says the city will post the names of all proposers on its website within one business day. The agenda names no company and no price.
  • Highway 4 and the 2 acres: Public Hearing No. 2 on annexing 123.17 acres of State Highway 4 right-of-way, and on the 2.01-acre city-owned tract on the north side of Highway 48. The first hearings are Friday, Oct. 23, at 7 p.m. Our Oct. 20 story. The minutes of the Sept. 21 meeting say the commission's resolution of intent "sets a proposed annexation date of November 18, 2026."
  • Also on the agenda: the minutes of the Oct. 23 meetings.

Have your say: anyone can speak at the hearings. Fill out a speaker card and give it to the City Clerk five minutes before the meeting starts. Each speaker gets up to three minutes per hearing, and two minutes in the public comment period on the other agenda items.

Next: we'll report what the commission does Friday, post the proposers' names after the Oct. 26 opening, and read the Oct. 28 packet when the city posts it.
